David Kull
David Kull grew up and spent his career in the Sioux Falls metro area, retiring in 2019 after 30 years as a Sioux Falls police officer (rising to Captain) and 11 years as Brandon's Police Chief. He served seven years on the Brandon City Council and was elected to the South Dakota House of Representatives for District 2 in 2022, winning re-election in 2024. He is a founding member of the Dakota District Pipes and Drums, serves on The Banquet board, and has been active with South Dakota Special Olympics.
Why they’re
Sensible
Kull brings a rare combination of executive public-safety experience and practical legislative instincts to a Senate seat that will shape how eastern Minnehaha County grows. He used his local-government expertise to champion protections for city and school-district budgets during property-tax reform debates, consistently voted with the Greater Sioux Falls Chamber of Commerce on economic-development priorities, and introduced carveout language to make a statewide facilities law workable for firefighters and law enforcement — showing both ideological grounding and the ability to improve legislation in real time. His 100% Chamber score and four years of Judiciary and Local Government committee work demonstrate a lawmaker who shows up and does the unglamorous work.
Key positions
“A third priority would be to make sure our public safety needs, including Police, Fire, Emergency Medical Services (EMS), as well as Corrections are all addressed to the best of the ability of the legislature. The biggest challenge in these career fields is attracting the best qualified candidates to ensure that our communities are served by professional and dedicated public servants.”
“Education of our youth has been and should always be a top priority for anyone in the office. The quality of that education defines the future success of South Dakota as well as our country.”
“I want to safeguard against passing bad laws that impede the ability of cities, counties and school districts to meet their obligations to their constituents.”
“I don't just believe in showing up; I believe in doing the work.”
